No problems until I launch PTV, then when I exit it, no arrow keys work on the remote until I move the mouse around. Disabling mouse/touchpad input does not correct it.

You have to exit using the mce stop button.
Do you mean just pressing stop on the remote instead of back/esc? I tried that as well and it didn't seem to change anything, PTV confirms you want to exit, and then navigation is kaput.
