Hi,

I am running on version 4.2.1 gotham.(openelec)

I downloaded this skin and I am adding the extra theme pack, but the download keeps failing.

does anyone know what i can do about this?

The download only works on windows. Download the extra pack manually and place it in the addon_data folder.

Not the auto download, no. You'll have to do as I said above.
