Ive noticed that when I use nextpvr to stream to my pi2 my hdhomerun shows the stream size is almost half the size compared to streaming from mediaportal tv server.
is there anything I can do to lower the size of the streams in media portal

I'm pretty sure the answer to this will be no. MediaPortal sends what it thinks it needs to send. I'm not aware of anything in the MediaPortal configuration that will change this.
It may depend on what type of TV signal you have (analogue, DVB-T, DVB-S) so you might need to give more information.
