With 6 tuners, I'm hoping I never run out, but if it does, I need a way to give each timer a priority. But I don't see a way to do that.

This sort of thing would normally be set in the TV backend, not in Kodi.
You don't actually say which backend you are using, so it isn't possible to give you any useful advice.

In NextPVR you can adjust priority of your recurring recordings in NextPVR, but not in Kodi. Its done in the Recordings->Recurring screen.

Now you know where to go search. Recording priority is over there. Under recurring recordings. Which i am pretty sure you could have found faster than replying how i didnt find what you wanted in bold and leaving it at that.
