I want to setup Kodi on Rpi using local artwork on NAS without an internet connection. Since I'll already have put the artwork in place, will I be able to successfully run Update Library to get it into Kodi even though there isn't an internet connection?

Yes thats how mine works, no internet access and works great

Just make sure to change the scraper to local nfo files only when you add your sources
