I wrote in wrong language - fixing it

Hello, I am new to Kodi
After reading several articles and forum topics I have some questions, maybe anyone will be able to help me or show me any way to do this

I Have:
Raspberry PI 3
Samsung Smart TV - Tizen
PC + Laptop - Windows
2 mobile android phones

I would like to make something like:
Server Kodi? running on RPi3 (Raspbian?) - connected directly to modem/router
+ 2x USB HDDD - RAID1 (Mirror)
"this RAID" diskvisible in LAN (posibility to download/upload media with PC or LAPTOP).
Access to movies/music on Smart TV (there's no application Kodi for this TV but I have tried using Kodi server on PC and it works via uPNP or option "My content")
Access to movies/music outside home via mobile android phones - Open and forwarded ports on router

I know PLEX is able to do this but its paid for mobile devices.
Afterall Kodi has better namespace management
I think Kodi isnt able to work as client/server outside LAN but maybe theres any plugins ?
