RTMP was moved to a binary addon, called RTMP Input. For some reasons it wasn't possible to build it on windows.
Since today it's in the nightly builds based on Krypton. You can download it at http://mirrors.kodi.tv/nightlies/win32/Krypton/.

RTMP should still work via ffmpeg, even without the binary addon, but it's support is a bit more limited then with librtmp
