Well, geeeee, why didn't I think of that ?
I think it's OBVIOUS that subtitles are ALWAYS intended to be in sync with the video. I think it should also be OBVIOUS that ISN'T always the case.
And so, my question remains... what is special about the one or two choices that have the SYNC logo ( or the CC logo ) ?

sync simply means the subs are intended for the specific filename (not the kodi library name) you requested a sub for and should be in sync with that specific file

For example many tv rips have the start chopped, in which case sync is important. Also different framerates will make timings different. Further dvd and bluray releases can be different versions of movies, and also vary from country to country.
