With all the stuff in the press about illegal streaming I am wondering what is legal.

If I install the add ons from the repository that comes with kodi would all of that content be legallery?
Yes. And anything (addons) that has a thread here at the forum.
Yes, anything you activate from the default repository is approved by Kodi and will not lead you down a path of illegality.

If you search the Add-Ons forums here, you will find other add-ons that are approved, but haven't made it into the official repository yet.
If you use 3rd party addons use your common sense. If an addon offers something you'd expect to pay to watch then it is most likely going to be dodgy.
Kodi's own repository addon doesn't have illegal content, yeah if you add thrid party content they may or may not pirated content..
Presumption of innocence until proven guilty doesn't quite apply, instead just an use common sense to assume what is legal. As it is written in Kodi's wiki:

"The basic rule of thumb for what is not allowed, is that if the Add-on is offering something for free that you would normally expect to pay for by any other means, then it'll most likely be using pirate feeds."

Many of these which might be legal according to criminal law might still be judged borderline copyright violations in civil law. As it is written in Kodi's wiki:

"If the Add-on simply allows access to web feeds from the rights holders then discussion of these is normally allowed, in this case there generally will be a website equivalent of the service, for example Youtube, BBC iPlayer, Netflix.".

Any addons which are judged to be copyright violations by Terms of Service / Terms of Use by the owner of services / content could still be removed.
