I would like to add to a users reputation, however, I have no ability. Is this a membership level issue? According to another user, there should be a + and - button at the bottom of each post, however, I don't have them in my view:
Screen is the same in firefox and Chrome... Am I missing something?

The threshold for how many posts you need is probably set just a bit too high to prevent "abuse". Probably a default in the software that can be lowered, since people can only give positive marks anyways, and it's just used to give thank-you's.

I could not see the reason to start a new thread, as this is my problem too.
I have read the other answers, but I am still none the wiser.
I am subscribed in the thread I want to add reputation.
I am a member.
I have 15 posts so far.
Is the problem I cannot add to reputation, still my post number?

yes, you need at least 20 posts (and be a member for at least two weeks) to able to use the reputation system.
