I can go into files and take all the steps to add source follow the path to library scan content but no library shows up.

You have to select what is in the source here is a screen shot http://kodi.wiki/view/Set_content_and_scan
"The Directory Contains"
If you didn't do that your "MOVIE" tab will not show up
I also seen you have to reboot after you have done this
