do you have full screen exclusive enabled? 
I disabled it, but it's still doing it.

Try going into nvidia control panel and 3d Settings and flip the global vertical sync feature to "on" instead of fast. If that doesn't help, find my earlier post a few pages back and try rolling back. If you can, that is. Your card recently released and might not be supported on older drivers.

I did vertical sync, removed external lav filters, turned down chroma upscaling. Nothing has helped it

Did you find the list of supported drivers in the software forum at Doom9? There is a thread there dedicated to this topic. RTX cards now have working drivers, but I don't know about the 1660s.

Have you got your modes set correctly in MADVR:

2160p23, 2160p24, 2160p25, 2160p30, 2160p50, 2160p60

Also what are your rendering times, they should be sub 30ms for smoother playback, ideally sub 20ms

modes are set correctly. rendering times bounce, generally from about 25 to 28ms. I downloaded the hotfix driver, but haven't tested it just yet. It was all over the place yesterday. Would work for a minute, then start jittering all the way to just jittering as soon as I load it. Will report back later with the new hotfix driver test. There isn't really a whole lot to look for with this card either. Other people have reported problems, ie hotfix driver, but nothing to do with this though.

post your control J screen anyway just so we can have a look to see if there is anything you've missed, did you set your custom res in MADVR for 23'976?

I will post later. From the short testing I did earlier, it looked better. I'm afraid to say that because I don't want it to go back to jitter town. madVR jumps to 23.976 even when I tried messing around with that anyways. I changed it to 24 just to see and it auto flipped back to 23.976. Will continue to test in a bit. Thanks everyone for helping out.

It looks like a video driver issue, not unlike the RTX cards.

you dont have FSE on, you are using windowed mode, I said earlier you have to turn that off and use FSE, only items ticked in GENERAL SETTINGS should be use direct 3d and full screen exclusive mode.

Also, if you are getting frame drops that frequent it suggests you havent set you custom res properly in MADVR, you should be able to way better than 8 mins, even with an NVIDA card, mine sometimes days days but AMD has better support for 23,976, always has.

lol, that's what I had it set at originally, but I thought you said to disable it and that's what I did. It was still doing it to begin with. It seems to be working better now though at least. I'm seeing it nowhere near as much as yesterday.

restarted my computer and it's back at it again. this time it looks like the frames are lagging, like it's in slow motion trying to catch up or something.

When your custom resolution is at a 2.35:1 ratio but the movie is 2.40:1 ratio madvr will resize the image. I used to prefer to disable scaling in that case and watch with VERY small(hardly noticeable) black bars without scaling to improve the picture quality. Or the other way around and crop a small portion of the image and lose just a tiny bit of image information. 
You can set madvr to automatically disable scaling when the image changes only a few lines with the mentioned setting above.

For now, it seems to be GeForce Experience that was causing the issues. It doesn't seem to be doing it anymore after uninstalling that.
