Is there any diference between two systems in kodi?? Kodi in lubuntu have more functions or not

Libreelec is a bare bones Linux distro with Kodi as it's frontend. No extra features to a standalone Kodi install.

LibreELEC will almost always have significantly newer video drivers/video subsystem than any Ubuntu setup unless you're compiling/building from source and updating regularly.
