Hi10p H264 is likely to be always going to need to be done in software - so you need to find a CPU that is fast enough. (It's not used as a standard in broadcast or any other consumer content distribution - it's only really used for pirated content - so hardware manufacturers don't see a need to support it I guess)
S905 based device do HEVC/H265 10 bit up to 2160/60p without breaking a sweat. (I've watched 2160/59.94p 10 bit stuff on my C2 and my Wetek Hub) I don't have any Hi10 H264 content - but suspect 1080p Hi10 H264 CPU decode may be a bit much for the ARM CPU in it. HEVC 10 bit is a broadcast standard - so fully supported.

Yes 1080p H264 Hi10P Anime is too much to Software decode on any current AMLogic device.
For 10bit HEVC in combo with H264 1080p Hi10P on the one device you would be looking at a an Intel i3 at the very least to Software decode both codecs with any degree of reliability.

The S812 can do some 1080 Hi10P files, but not all.

My i7 3770K powered Kodi box does it pretty well.

A Celeron Chromebox should be able to do hi10p 1080 and is around $100-ish. Around $130-140, I think.
