Just thought I would share what I learnt from installing libreelec on my Pi. You need to delete the Addons27.db file that is found here .kodi/userdata/Databases/Addons27.db
This should work, although it does take a while to load still. You can thank Libreelec install page for this. https://libreelec.tv/2017/02/libreelec-krypton-v8-0-0-release/
