Building a new SSF HTPC and looking for a low-profile HDMI GFX card.
What is the best one on the market? I will be using Windows 7 Pro or Home Prem whichever is best.

That is probably the most powerful low profile card you'll find, but you you need that much power? If you're not planning on doing any gaming, you can settle for a GT210. If you want 3D content and audio bitstreaming, you'll need a GT430.

I have a GT210 already in another box so could move that.
Think I will wait to my case is here and see if I can fit that dual slot in.
