Again, as an Android app, you do not have control over switching display resolutions. So discussion on if or if not some android device supports 24Hz are futile.
Take a moment and think what happens when Android switches the display.... the entire display subsystem is torn down and re-created. I also suspect Android will force quit any running apps too.

Oh, I misunderstood. And indeed, when changing the frequency, the screen goes dark for a little while. I'm not sure if running apps are force-closed. But, if the normal frequency is 60Hz, can't 24Hz be simmulated by dropping the remaining frames?
EDIT: Just saw the OUYA announcement. Great news guys and great timing, the project is nearly funded...

Tegra 2 doesn't have the NEON stuff built into it Tegra 3 does and also has it on every core so no it doesn't really help tegra 2 much
