Enable debug logging (System settings, System, Debugging) then try to run Launcher. Now pop the xbmc.log on pastebin.com and post the link here.
A quick way to open the log file is to press Windows-R and in the Run dialog type:
%appdata%\xbmc\xbmc.log
and click OK, and the log should open in Notepad.

can you paste the contents of the log file to pastebin.com, rather than the log file itself to mediafire. It makes it a bit easier for people to read and help you out.

The log shows you pressing alt-Windows several times. Why is this?
I can't see anything obviously wrong in the log. How did you install XBMC and the Launcher add-on on the "PC Home" i.e. the one that doesn't work. Did you temporarily connect it to the network to do the install and download the Launcher add-on?

I had a quick look at the code, but I can't see where the "Loading directory addons://source/executable" message is coming from.
I would try renaming your %appdata%\xbmc folder to something else, e.g. xbmc-old, which will reset XBMC back to the default settings. Then connect the PC to the Internet and download the launcher add-on and see if it works. Something in your config is screwed, but it's hard to tell what it is. If you would like to zip the whole %appdata%\xbmc folder and put it somewhere I can download I'm willing to have a look at it, but it's probably quicker to just start from scratch.

What I'd do is:
1. make sure XBMC is completely uninstalled, including deleting %appdata%\xbmc.
2. do a vanilla install, it doesn't matter if the network is connected or not at this stage, then disconnect the network and check you can go into Programs without any error
3. reconnect the network and download the Advanced Launcher add-on. Disconnect the network and check you can go into programs without any error.
4. configure your sources etc
If the error appears note what point it appeared i.e. after step 1, 2, 3 or 4.

That's deeply weird. I must admit I had assumed it was something messed up in your settings, but if it does it with a brand new installation that's very odd. I'll have to think about this one ...
