Does anyone have recommendations for off-the-shelf hardware that will play 1080p mkvs perfectly and completely reliably?

Any of the modern ION machines will play 1080p perfectly. Acer Revo, Shuttle XS35GT, etc. Search for poofyhairguy's hardware recommendation thread
