CPU usage high after DXVA & Choppy Video

Hello,

Here is my setup:

HTPC:
AMD E-350 1.6Ghz
4GB RAM
Radeon HD 6300 series
Gigabit ethernet

Server:
AMD E-350 1.6Ghz
8GB RAM
Radeon HD 6300 series
Gigabit ethernet


Wireless Router
Linksys E3200

Hookups:
Server connected to the router via ethernet
HPTC connected via Powerline ethernet (singal is green meaning highest Mbps possible with powerline rated at theoratical 300Mbps)

Issue:
When I watch my 1080p MKV files, some are choppy and some are fine.

Troubleshooting:
1) Did a packet test on the HTPC and Sever. Results came back with 0% loss.
2) Did a LAN test with a 500Mbps file stored on Server from HTPC, results came back with the following:

WRITING:

Packet Length: 500,000,000
Time to complete: 50.1411187
Bytes per second: 9,971,856
Bites per second: 79,774,848
Mbps: 79.7748480


READING:

Packet Length: 500,000,000
Time to complete: 48.8629152
Bytes per second: 10,902,054
Bites per second: 87,216,432
Mbps: 87.2164320

Other Thoughts:

I played LOTR - Return of the Ring and I noticed that even with DXVA active, my CPU usage was extremely high. Same thing when I played Mr. Brooks Look at images below.

Question:

Any idea why this is happening? Looking at the LAN test, it should be able to handle the bandwidth.

Shouldn't the CPU usage be low since it's using DXVA2?

And finally, how can I fix this?
