The add-on with WWE TV is called PsuedoTV. It creates a whole television network with channels based your locally stored library .You can configure the channels however you please. For more info on that see this link: http://forum.xbmc.org/showthread.php?tid=90738
The WWE specials are acheived by manually editing .nfos to create a series which can then be scanned into TV shows. The menu items are just shows added to favourites, which are then added to a custom favourite menu/sub-menu with custom artwork. It sounds like a lot of work but it's not as daunting as it seems.
