If I load all my movies onto a external from my Mac and gather all the data from there, will Windows automatically see the data downloaded?

I need to do this because currently my Windows network card is broken and cannot be repair unless I replace the motherboard, which I currently cannot afford.

Format the drive as NTFS on your windows machine, Mac will mount it.

I formatted it to FAT32 so I can read/write on both machines... but my question is, will the data downloaded on IMDB be stored onto the external HDD so both machines can read it, or is it saved locally?

No. In any case the paths to the files would look different in Windows and OSX so you can't usefully share the library between them. However onceyou've updated the library on OSX you can export it and choose the multiple files options. This will write .nfo files onto the external disk. If you update the library on the PC it will read the nfo files to rebuild the library.
