Harmony remote not always sending to sleep

Hey all,

I have a Revo 3700 running Windows 7 with an RC6 IR receiver and a Harmony 600 remote configured as MCE Keyboard. Controlling XBMC itself is flawless but it seems the power toggle is a little hit and miss. Considering it is set to send the same command for startup and shutdown it doesn't always seem to get picked up, I find the majority of time it fails is when I am changing activity. So I can hit Movies to wake the Revo and everything else necessary up but if I then hit TV which should put the Revo to sleep and turn on my cable box it just doesn't seem to do the Revo part, but if I manually select Power Toggle from the Device options on the remote for it then it will shut down...it's strange because that would just be the same command it sent anyway.

I have checked my Harmony configuration and it definitely has it set to turn the device off when not being used and that it only has one button to toggle power, so I'm at a loss, is there some little tweak I've missed?
