Will it be possible to run XBMC,and all it's plug-ins on devices with an ARM
processor when Windows8 for ARM is released?

Until the team get ARM hardware that supports Win8 (donations gratefully received :-) it's not something we can work on. However, assuming MinGW gets ported to ARM/Win8 it shouldn't be very hard to get XBMC working.
