In most cases when xbmc starts I get the error: "Could not download information. Unable to connect to remote server. Would you like to continue scanning?"

As far as I remember I never asked it to scan anything, and the needed to dismiss the error really impairs useability.

Can this be avoided?

What version of XBMC are you using?

You might uncheck "Update library on startup" in System--->Videos--->Library
That stops at least the error message...

But you did not solve the real issue behind it, no connection to server...
There a log file might help...
