My issue is that the movie/series is played in 24Hz and If i go back and play the movie/series as well as i'm in the menus the frame rate changes to 60Hz and the picture is smooth again (i can tell because the TV goes black and is showing me picture size/quality goes from 1920x1080 @ 24Hz HDMI to 1920x1080 @ 60Hz HDMI).

Any suggestions?

HW: Intel i5 quad-core 3GHz, 16GB 1333MHz memory, Radeon 6670 graphic card, video/series is stored on local hard drive @ 5200 RPM SATA2.

believe i have solved it, "Adjust display refresh rate to match video" was checked. After i updated ATI graphic card drivers this problem occurred.
