My father in law's PSU died and I am trying to find a replacement on NewEgg. Most of the newer power supplies have a 20+4 pin connector. Is the +4 optional? Meaning can I use only the first 20 pins of the 20+4?

Yes, the 20+4 pin specification means you can use either 20 or 24 pins.

What is the PSU doing? Then we can give some actual recommendations.
Flying blind I like Antec Neo Ecos for media servers and Antec Greens otherwise.
