The author is referring to the fact that Google already has a fiber optic infrastructure in place to support various aspects of their business and that this will make it easier for them to roll-out their ISP service to additional geographic markets.

Even if Google Fiber doesn't make it out into the outlying communities, if it becomes available in the main city and the same ISP serves both sets of communities, they may be compelled to reduce prices and remove caps in this service area just to stay competitive. Although the prospect of fiber optic speeds is very attractive, I am not dissatisified with the current speed of my cable ISP -- I'd just like better pricing, especially for the ISP/TV bundle.
