When I toggle the option to show 'add source' under System -> Appearance -> File Lists

Is there any where I can still go to add/edit/remove/rescan sources without having to toggle it back?

Click the right-mouse-button or press keyboard "c" on an item in your Files view for the media type (Videos or Music) and you will be presented a context menu with those options.
