This is usually referred to as DRC (Dynamic Range Compression) and the feature is already under development by DDDamian. Doesn't look like it will make it into Frodo though, so you might have to wait a while.

FYI, if you have your HTPC hooked up to a reasonable new TV or AVR chances are those devices already have DRC built in but hidden under some brand specific name.
