Is there any way to get touch and drag to scroll?

I have a touchscreen computer and I would like to take advantage of the touchscreen-ness of it. In some places I need it, and the touchscreen software doesn't include a way to scroll. So is it possible in the windows version?

The windows version theoretically supports touch. However, this has not been tested by a developer for close on 3 years. Indeed, win32 was the first platform to get touch support.

As no developer that I know of has a windows touchscreen system, it is very possible that it no longer functions.
