You're rattling off the questions here, aren't you... :-)
Yes, I believe it is, but you need something to decrypt the signal since these aren't broadcast free-to-air. Since the technology to do that ("card sharing") is frequently used to illegally decrypt channels (basically, steal content), you'll get little to no help here, I'm afraid.
The alternative is to seek out one of the few DVB-S devices that have card slots. With one of those, you should be able to insert a real, physical decryption card and then watch (again, caveated by "... AFAIK").

I seen there are add-ons which can stream football links from different websites in XBMC, is the quality any good?

Any add-on like that is limited by the quality of the source. That said, in my experience, XBMC does a far better job of upscaling than virtually anything else, so I find that iPlayer and YouTube videos look better via XBMC addons than they do "natively" (e.g. in a browser). YMMV, of course.
