Can this run XBMC smooth without problem ?

The VIA CPU's are x86 so there's no reason you couldn't install Windows or Linux + XBMC.
VIA drivers are known to be pretty average so getting any form of hardware accelerated video decoding would be a long shot and probably only possible under Windows.
Don't get your hopes up.
