Linux HTPC with a VIA board

This is my first HTPC build and I've been reading the forums quite a bit and VIA boards are not recommended because of weak GPUs and weak support on Linux.

However, my goal is to improve the GPU drivers on Linux and as well as use coreboot instead of regular BIOS to improve the boot speed. So it is more of a personal challenge...

1. Board: EPIA M900 16L

I will remove the built in CPU cooler and would preferably like a fanless solution. However, as long as the CPU fan is quite, I don't mind replacing it with a third party cooler. Since this is just a personal project, I don't want to spend too much on the chassis. So I have looked at:

2. LGX MC500

The processor on the board has a TDP of 27.5W.

I would like to know what you guys think on the chassis, if you have any recommendations. Also, can I use a picoPSU here?
