Currently we're able to set custom backgrounds for "Home - Custom 1/2/3" but are unable to set anything for just "Custom 1/2/3". Is it possible this could be added?

nope, not possible. the backgrounds outside of the homescreen are tied to the window you're in and not to whatever button you've used to get there.
