Here is my current setup, I have already tried a clean install of windows and XBMC with no luck. I also tried 2 different graphic cards thinking it was a issue with the video card, but no luck there either.

Windows 8 pro 64 bit
XMBC Frodo 12.2 - Has happened with previous versions all the way back to Dharma I think
Confluence skin, although it happens on other skins too

AMD Athelon II X@ 4400e
4gigs ram
Nvidia Geforce GT 220 - Driver 320.49
Asus M4A785-M Motherboard - Tried the onboard HD 4000 video, same difference

Try updating your video card drivers.

For HD4000 try this beta drivers http://communities.intel.com/message/200047#200047

Tey almost look like clock lines.... some hardware issue here.

Thats what I thought too, I will try pulling the GT 220 out tonight and updating the drivers for the HD4200. The computer runs fine otherwise, all other programs, games and video run normally. If I save the corrupt fanart and posters to a thumbdrive and open them on a different computer, they still show up with those lines.

No Luck, Pulled the Nvidia card out and switched back th the HD4200. No difference. The drivers in post 2 wont work with AMD CPU's. Switched power supply and ram and lines are still there. Thinking it is either the CPU or motherboard.
