I'm looking to replace a slingbox connected to a dual tuner DVR with xbmc and a couple of tuners. Is it possible to connect to the live TV channels over the Internet?

Only if you have a fast net connection and a suitable client. Unlike slingbox, XBMC will not transcode to make it easier to get your stream across the internet.
