If you have a smart TV that works with DLNA... all you have to do in Windows 7 is:

1. Enable File Sharing on your PC
2. Right click on the filename
3. Select "Play To"
4. Select the TV

Wot? twice?

Seriously you also have to ensure you have files in a format and with codecs that your TV will play.
