Win Mini ITX silent build

I have been reading your site for ~ a month now and would like your advice before i purchase this build to make sure i have enough power, room and so on.
I will be running Windows 8 Pro, heavy skin, need 3d, 24p bitstreaming and all the whistles, and i am looking for the quietest fan for case and CPU.

and now the case. I want it small and quality and have searched hard for one that is not going to break the bank and is sold in the USA.

any help would be appreciated, would really like to use one of those 2 cases though.

Since budget isn´t a concern, go for Haswell (s1150)

budget is a concern, i just also like to get quality when i spend. following other post on this forum those parts will accomplish what i want. i mainly just want to know if either of those 2 cases will work and how loud the Lian li one is.
