I want to buy an HTPC with openelec installed and hopefully comes with a remote. Does any company make a box like this?

Franky, I think you'd be better off buying a system/device and installing OpenELEC on it yourself. They've done a really good job of making the installation quick as quick and painless as possible, and in providing an appliance-like end-product. This way, you'd at least know what's installed on your system because you get to decide which additions you wish to install and which to avoid.

What would be the best device? $250 maximum price-want ability to use remote control for xbmc.

Yes, an IR receiver would be just fine. I have not built my own computer before. I could figure out how to install an operating system but I would be concerned that I could not connect to the wireless or have the unit not recognize the internet if I used an ethernet cable. I would really like to use linux or openelec since they seem to be the most recommended OS. However, I do not want to get too advanced where I can not figure out how to get this all to work. I am pretty good with Windows but that does not seem to be the best system.
