OK so I got a new smart TV (forget the model). At first the video looked almost like it was moving too fast. I changed the HTPCs frame rate from 59 to 60hz (Intel i3 graphics manager) and that might have fixed it, im not completely convinced. But now there’s blocking around fast moving objects. Any suggestions on why this might be happening?

Have you tried turning off all of the "enchancements" in the video settings. This is usually the first thing I do when I get a new tv. Think liks motion enhancement, sharpness, etc. Most of these settings do more harm then good. Turn turning everything off and turning them back on one by one so see if it helps. If you tv has a "Movie" mode, go with that as a baseline.

Thanks! It had something called TrueMotion or whatever. It made the picture look horrible.
