It's been widely reported as a problem where you see horizontal lines on images and garbled icons. It appears to affect Intel Haswell with HD 4600 graphics drivers running some variation of graphics driver 9.18.10.3055. The latest driver version 10.18.10.3345 available from Intel fixes the issue. You have to download directly from Intel. Windows update or click update driver will not install it.
