The Android device will not power the Pi on when the Pi is off. It will, however, power DOWN the Pi. Interesting. So, that must be some sort of 'wake on lan' option in the Pi?
Once the Pi is powered down it's dead to the world and must be power cycled (ie. remove then reinsert the power cable) in order for it to be restarted.
Long story short, don't power down the Pi unless you intend to remove/reinsert the power.
