With a fresh install of XBMCbuntu the Synaptic Package Manager unfortunately will not open in the GUI
It will however open in xterm by typing 'sudo synaptic'
Once synaptic is open install 'policykit-1-gnome'
Reboot
All fixed! When you click on SPM in the GUI it will now prompt for the password and open.
Hope this helps everyone else this was annoying, if it does please +1 my rep.
