No idea if the issue applies to OE, I know it doesnt work with current Krypton master on my machine with Ubuntu minimal 14.04 LTS, Since I dont use OE, Ill have to take your word for it, and in any case one that I know works is up in case others come across the issue.
It use to work with earlier Kodi master versions and then poof.

The skin resides inside your $HOME/.kodi/addons/skin.confluence or equivalent path in your OS where addons are installed to... adapted from Userdata#Location_of_the_userdata_folder (wiki)

After a long period of inactivity here is a small release.
Released 6.0.6 Revamp'ed themes for Kodi v17 Krypton (incompatible with v16)
Changes:
Added the 2 new replacement icons
The OverlayWatched.png is still a tick/checkmark but its slightly smaller than previously
The OverlayWatching.png is no longer a play sign instead instead its circular where half of the circle is silver the other half blue.
This is mainly because a long while back, Arnova made these two possible to be displayed ontop of each other (when you have watched and are now re-watching something and stop half way) and it looked definitely messy
this way it no longer looks as messy but sadly people will need to get used to a new icon.
The watched tick/checkmark is now inside and overlaps slightly the watching icon but its no longer confusing or messy...
Out of the several solutions I looked into this one was definitely the best looking solution. I hope you guys like it.

And for the time being Im still a Kodi user and therefore while this is true all my associated projects will be kept compatible.

(I submitted the renamed texture and skin xml upstream 3 times to the maintainers repo but it seems the xml changes got lost all 3 times and now that repo no longer exits
the current default skin.confluence repo now has these two textures both same name,

I give up trying to flog a dead horse. and just renamed back the texture on the themes so it works at least.
