I'd like to override the default keymap in certain places to avoid navigation inconsistencies. Is this even possible on the skin level? If not is there a way to automatically install a new keymap with the skin?

Thats creating inconsistencies instead of solving them imo.
You cant do this without overwriting the user keyboard.xml
