Creating the list is MQ-specific. The skin will likely already have one or more lists for widgets - you would need to copy one of those, adjust its visibility conditions and add the smart(ish) path as the content. This is something someone who is familiar with MQ should be able to help you with.
Any skin that uses Skin Shortcuts to manage the main menu, and the scripts template feature to build widgets automatically supports it if the home screen is updated to include the relevant onload to actually activate the widgets - it will then be installable/selectable from the 'Default widgets'. However, in that case the list will be built automatically by the template, so probably isn't any use to you in seeing how a non-Skin Shortcuts skin does it. I'm not aware of any non-Skin Shortcuts/Template skin that ever added support for it.
