Mine was previously set to "Mac App Store and identified developers" and I had successfully installed it once by going into System Preferences - Security and clicking to allow it to open as you say.
However on doing a reinstall of Kodi, I never got the message to verify the developer again and Kodi failed to run with the error saying the file was damaged. I didn't get an error saying it was because the file was from an unidentified developer, it just complained it was a damaged file. To get around the error all I did was briefly drop the security setting to "Anywhere" which then allowed it to pass the check and the supposedly damaged file then ran ok. I knew the file had run ok this morning so it had to be something on my end.
