Req Stop playback options in CEC Peripheral

I have one PC that runs mythtv and also is a frontend using Kodi. This serves my whole house and is my 1 always on pc. I love the CEC controls, but they don't provide the flexibility I need. For instance, when the TV is powered off, the only options available to take action are power based on PC. Since I auto-login to Kodi via the Kodi option at the ubuntu log in menu, Kodi is always up. What I would love is for it to stop playback if anything is playing. That goes for if the source is switched too. Right now it can pause playback, but if I am using MythTV, then playback is paused and a tuner is still recording and taking up a tuner slot.
