I have comcast and they have in the 900's and 9000's audio streaming channels. There is a picture on the screen and WMC will tune to it and play it. kodi/pvr reports "no video data found". There is video (not moving..but the screen changes every 15secs or so). How can I help trouble shooting?

As an immediate workaround you can change the following line in the config:
<Timeout_WaitForTS_MS>10000</Timeout_WaitForTS_MS>
to
<Timeout_WaitForTS_MS>20000</Timeout_WaitForTS_MS>
This will let it play but it still takes a long time. I'd also suggest trying the new build as it may speed things up.

the fix is in the ServerWMC backend which isnt in a public github repo (only the pvr.wmc frontend addon is in a public repo)
In any case, FYI the fix being discussed is included in build 1190 which was released on Mar 14th

Oh I thought it would be something in Kodi proper. I tried HDHomeRun Live TV last night and it had the same issue.
Thanks for the heads up about it being fixed in 1190, I've been meaning to update.

The HDHR program outside of KODI works fine.
The HRHR add on within KODI shows some buffering/
The channels within SWMC/WMC show more buffering. Server ver 1.0.0.56 build 1190

If you pause the music for say 5 sec and then start it, does the 'buffering' stop? Not proposing it as a solution, just want to make sure its a data availability problem.

That is a negative. The buffering does not stop, and the music is ... chopped.
It plays for a bit then it sounds like it skips like.. 1/4 of a second. Barely noticeable.
Paused for 10 seconds, it played for ~30 in this chopped way, then buffered again.

In the debug tab, turn off 'delete temporary files' (don't forget to turn it back on when you are done). Then play the channel for a couple of minutes. Assuming you get choppy playback, look in the folder tempswmc in your recorded tv folder. Play the wtv file that's there in kodi, does it do the same thing? Then try the same with the ts file.
